The first stage of the PQN (between December 2006 and September 2007) is to assess and catalogue current research relating to Pedestrian Quality needs, as papers become available they will be referenced and where possible accessible here.

Footsteps in the snow show how pedestrians walk. One can recognise the patterns of concentrated flows and see criss cross relations as well. One can also observe that people do not always follow the official paths. The footsteps can be seen as a users' suggestion for the making of paths and routes. This confrontation of users with their environment is the central theme of the study Footsteps In The Snow.

Policy regarding walking is focused on solving urgent problems. In most cases these problems are very specific and localised. Consequently, apart from implicit policy and development planning activities, policy measures regarding pedestrian issues are predominantly demand driven and concentrated on safety issues. Citizens generally do not ask for a holistic or systems approach.
In February and March a so called Short Term Scientific Mission was carried out within the framework of the PQN project. The Italian master engineering student Giulia Dell'Asin worked at DVS Centre for Transport and Navigation on the evaluation of available information on the state of affairs regarding the pedestrians' needs in the 20 participating countries. Because of its size it is split up in three parts.
