The COST 358 Pedestrians' Quality Needs Management Committee is the deciding authority of the project. The Management Committee is the formal partner of the COST Office and rules within the framework of the project, as laid down in the Technical Annex of the Memory of Understanding and this general Work Plan.

The function of the Management Committee is to:

Austria

Dr. Michael Meschik


Michael Meschik studied Civil Engineering and Water Management at the University of Natural Resources and Applied Life Sciences (Bodenkultur) in Vienna. Since 1986 he has worked at the Institute for Transport Studies (Department of Landscape, Spatial and Infrastructure Sciences) as a senior lecturer and researcher.
His fields of research and teaching are mobility research, mobility projects in rural regions, non-motorised traffic, sustainability and environmental impact assessment, public transport, traffic safety, design of roads and their environments, as well as highway engineering. In non-motorised traffic the focus of his work is on bicycle traffic, also in connection with pedestrian traffic and inline-skating. Prof. dr. Thérèse Steenberghen

Prof. dr. Thérèse Steenberghen is managing director of the Spatial Applications Division, K.U.Leuven. Her research focus is on spatial analyses related to mobility, spatial planning, and tourism. She teaches at the K.U.Leuven, with courses in GIS, recreational mobility, and integrated projects.

She graduated with a PhD. In Urban and Regional Science from Texas A&M University (1992), a postgraduate in management (Vlerick School, Leuven) in 2001, a M.S. in Biogeography (Texas A&M University) in 1988, and a M.S. in Geography (K.U.Leuven) in 1982.

Karel Schmeidler

Dr Schmeidler has 30 years’ experience in transport and planning fields. He has worked on several national and international research projects involving architecture, design, urban planning, integrated land use and transport planning research, including the EC projects SIZE, ASI, ADVISORS, COST 616 CITIAIR, COST 349, COST 352 and COST 355 projects, Central European University Fellowships (Soros Foundation Projects) and HUMANIST Centre of Excellence and many important national CZ projects funded by the Czech Grant Agency and some Czech ministries and universities. Hans Orru is scientist and PhD student in Department of Public Health in University of Tartu and PhD student in Umea University Sweden as well.

His research interests range from environmental and urban health to environmental epidemiology and human biomonitoring. His current studies are focussed on air pollution health effects in towns - mainly emission calculation, dispersion modelling, calculation of years of life lost etc.

He has big concerns about pedestrians in city centres; they are like passive smokers; they do not pollute, but they are exposed to high concentration of pollutants.

Hans Orru is active environmental health awareness builder in Estonia. He is member of COST C20 Urban Knowledge Arena as well.

Prof. Kimmo Lapintie

Professor Kimmo Lapintie teaches at the Laboratory of Urban Planning and Design, Department of architecture, Helsinki University of Technology. His academic background is in architecture, philosophy, economics, and theory and history of art. He graduated from the University of Turku (MA in philosophy 1980, Phil.Lic. 1985) and from Tampere University of Technology (MA in architecture 1989, PhD in architecture, urban and regional planning 1993).

He has worked as a public and private consultant 1989-1993, research project leader 1993-1996, research director 1997-1999, and professor of urban and regional planning from 1999. In his research activities he has concentrated on theoretical aspects of planning and design, as well as the development of the planning and design practice to meet the contemporary challenges, such as sustainability, participation, and contemporary economic and cultural changes in society.

Prof. Lars Leden

Lars obtained his M.Sc. in Civil Engineering in 1971 and a PhD in Traffic Engineering in 1988 at University of Lund, Sweden. He is working as a Senior Research Assistant at VTT, Finland. Since 1997 he is a guest professor at Luleå University of Technology, Sweden.

He has a lot of international experience including: working at the Transport and Road Research Laboratory, Great Britain, at the Danish Council of Road Safety Research, as a visiting professor at the Department of Civil Engineering, University of Toronto, Canada, and participating in the EU projects GADGET, PROMISING and PROMPT.

He has written numerous publications and articles, also in refereed journals on topics concerning safety of pedestrians and pedal cyclists. Often a special attention is given to children and elderly road users. At present Lars has a post-doc grant in the EU network of Excellence HUMANIST developing intelligent traffic systems (ITS) for improving safety for vulnerable road users.

Ms. Catia Rennesson - Certu

Catia Rennesson is a senior engineer at Certu (the Centre for studies on urban planning, transportation and public facilities) which is a national technical departement of the french ministry of Transports. Certu is located at Lyon. Its main objective is to build up knowledge on urban issues, to develop methods and tools and then to disseminate all that to a large extend, especially towards local decision-markers and practitioners.

Catia Rennesson manages projects in the fields of urban road safety, traffic calming and pedestrians. Producing reports, technical guidelines, collation of best practices, brochures. Coordinating national technical networks in these fields.

Concerning international activities, she has been member of the management committee in COST C6 Action "Towns and infrastructure planning for safety and urban quality for pedestrians"(1996-2001) and partner in two European projects: PROMISING "Promotion of measures for vulnerable road users" (1998-1999), PROMPT "New means to promote pedestrians traffic in cities" (2000-2004)

Mr Olaf Czogalla graduated as an Engineer of Cybernetics and Control at the University of Leipzig, Germany in 1987. He worked at the University of Magdeburg on Robotics and Control Theory and moved later to the Institute of Automation and Communication, Magdeburg where he is now a Senior Consultant and Project Manager.

In this responsibility he was in charge of several national and international research projects in the area of traffic simulation, traffic control and information management.

His current research interests include the application of Geographic Information Systems in the area of traffic and traveller information as well as the valuation of Intelligent Transport Systems and services.

Prof. Dr.-Ing. Jürgen Gerlach

Since 1999 Univ.-Prof. Dr.-Ing. Jürgen Gerlach is heading the Institute for Road Traffic Planning and Engineering in the Centre of Traffic and Transport at the University of Wuppertal. Since then the department distinguished in road safety research (e.g. safety audit, motorcycle safety, rest area survey, safety and security of elderly people) on order of the federal ministry of traffic and also in research concerning sustainable traffic development.

Professor Gerlach is taking part in international research activities as the European Union's COST Actions (European Cooperation in the Field of Scientific and Technical Research) and is also member of the World Road Association (PIARC). With his engagement in international research activities he is internationally recognised and senior scientist in the field of Engineering. In the German Road And Traffic Research Society he is responsible for some guidelines especially in the fields of integrated network planning, road design, safety audit and parking policies.

Born June 1953 in Thessaloniki, Greece, he is Professional Transportation Engineer, Land Surveyor and Economist. He is Professor at the Transport Section, School of Technology, University of Thessaloniki and at the same time he is Principal Consultant for major Greek Transportation Consulting firms. The main fields of his expertise are Road Safety, Public Transport, Traffic Management, Transport Economics, Transportation Modelling and Application of new technologies in Transport, including GIS.

David Zaidel

David Zaidel obtained a Ph.D. in Experimental Psychology & Human Factors from the University of California, Los Angeles. He has 30 years experience teaching Ergonomics to engineers, conducting safety research, and participating in design and training projects in Israel and more recently also in developing countries.

His professional experience includes work with the Transportation Research Institute at the Technion; the Centre for Work Safety & Human Engineering at the Technion; The School of Public and Environmental Affairs, University of Indiana; Transport Canada; TNO, Human Factors institute, in The Netherlands; VTT, the Technical research Centre of Finland and as an independent consultant with 4sight, Ergonomics & Safety.

His first studies in road safety were controlled field experiments with pedestrians: Drivers' likelihood to stop for pedestrians (instructed to begin crossing under different manipulations of conditions); the effect of different length fences on "channeling" pedestrians to designated crosswalks. Later on the scope of research broadened to include area-wide considerations, impact of urban design and transport policy.

Prof. Alfred Shalom Hakkert

Shalom Hakkert is an Associate Professor at the Technion- Israel Institute of Technology in Haifa, Israel. He retired in October 2006, but is still active in Research. He is currently the Scientific Director of the Ran Naor Foundation for the Advancement of Road Safety Research.

He has been involved in road safety research since 1970. He has published over 100 journal papers and research reports on a wide variety of safety topics, including the evaluation of road safety measures, statistical analysis of road accidents, the study of the interaction of highway design and road safety.

In recent years Professor Hakkert has been intensively involved in the evaluation of police enforcement methods in research projects conducted both in Israel and in European Union funded projects such as Gadget and Escape. He was recently involved in three EU funded road safety projects, where he served as the principal investigator at the Technion.

Mr. Rob Methorst

Rob Methorst was born in 1950 and graduated at Groningen university as a human geographer - land use planner. Currently he is a senior consultant and traffic safety research supervisor at the AVV Transport Research Centre of the Ministry of Transport, Public Works and Water Management in the Netherlands.

From the start of his carrier he worked in the field of transport and traffic safety, first 3 years for a local authority, then 10 years as the secretary of the then experimental Regional Road Safety Board, dealing with the co-ordination and stimulation of new traffic safety policy strategies and knowledge management. Following that he worked 10 years as head of traffic policy at the Dutch Pedestrians Association. Here he focussed on creating an adequate knowledge base, policy innovation and lobbying. In his current job at the ministry the universal experience and networking are used to help improving the quality of policy making on the national level.

Richard van der Horst

Richard is both business developer and senior research scientist in the Traffic and Transport area at TNO Human Factors in the Netherlands. He conducted basic research on the direct use of time-related measures such as Time-To-Collision and Time-To-Intersection in road-users’ decision-making in traffic. He developed a video-based analysis method enabling an objective quantification of dynamic road user behaviour. He is working in the field of human factors in road traffic for more than 30 years with a main focus on evaluation and assessment of road design, traffic management and road user support systems in terms of road safety and road user behaviour. Driver modelling and development of tools and techniques for evaluating ITS applications have his special interest. He is a member of several national and international committees on road design and human factors related topics.

Anne Katrine Geelmuyden

Professor of landscape architecture at the Norwegian University of Life Sciences.

After completing her master degree in LA, she worked as a landscape designer in private consultant firms for a period of two years, then as a research assistant in a project on urban forestry management for one year before starting her PhD, which was completed in 1989 with a thesis entitled “Landscape experience and landscape: Ideology or critique of ideology?” Since 1989, her work at the Norwegian University of Life Sciences has been on landscape meaning, landscape aesthetics, methods of interpretation and theories of knowledge generation in landscape design.

She has taught Design with plants for 15 years; Now teaches landscape analysis methods and landscape architecture theory at master’s level.

Current research project: PERISCAPE: Perspectives for perceiving periferal landscapes in Europe : project network with 6 members from different disciplines (ranging from agronomy, forestry, geography and landscape architecture) aiming at a)understanding processes and driving forces that change particularly valuable and remote landscapes, b) an exchange of approaches and methods to study these landscapes. The common ground for the group is a focus on how factual knowledge about landscapes does and can be put to use and acquire meaning in each specific landscape situation.
She tutors two PhD students: One in a project on the history of school yard design in Norway; the other (not yet started) will be on the implementation of the European Landscape Convention on transportation design in Norway.

Aslak Fyhri

Aslak Fyhri is a Master of Science in Environmental Psychology from the University of Surrey, UK. Since 2002 he has been a senior research officer at the department of Safety and the Environment at the Insitute of Transport Economics. His main areas of research include traffic safety for children and people's perception of the everyday local environment.

He has recently been project leader for several projects related to children and traffic: studies looking at measures to improve children's road safety; studies looking at measures to increase walking and cycling to school; and general mobility studies. He also several years of experience with international level research on noise annoyance and visual experience in the everyday urban landscape.

Dr. Jacek Malasek

Dr Jacek Malasek researched in the sustainable transport field for 20 years at Institute for Physical Planning and Municipal Economy (1986-2002) and at Road and Bridge Research Institute. He has a degree in Road Transport and in Urban Planning and specializes in coordination of transport and spatial planning policies.

He is an author of 3 books, most notably " Obsługa komunikacyjna centrów miast" (Transportation in Town Centres), several articles and conference papers. He was the new member states coordinator in TRANS-PLUS Vth FP project and is MC member in COST 355 - "Changing Behavior towards a more Sustainable Transport System".

Mario Alves

Mario Alves has degree in civil engineering from Lisbon Technical University (IST, 1988) and a Master of Science in Transport from the Imperial College of Science, Technology and Medicine (ICSTM, 1992). Worked as a Research Fellow at the Centre for Transport Studies of the University of London and the Centre for Urban and Regional Systems of the University of Lisbon on regional and local planning of transport infrastructures, environmental impact studies, travel behaviour, transport and parking policies, activity based modelling. As a transport and mobility management consultant he was the coordinator of the Mobility Plan of Almada and participated in several European projects related to transport and mobility - MEST, TEST and Step-by-Step. He wrote articles and presented numerous papers and seminars in Portugal and several European countries on topics related to transport and sustainable mobility.

Dr. Enrique Cabello

Dr. Enrique Cabello has been working in the application of computer vision algorithms to detect pedestrian and vehicle conflicts. He started at the University of Salamanca (Spain) where he put CCD cameras in the street to obtain direct observation data of people crossing streets. Now, in the University Rey Juan Carlos he coordinates a research group. One the research focus is the application of computer vision techniques to traffic safety, mainly for pedestrians.

Ms. Dominique von der Mühll

Dominique von der Mühll, architect and urbanist, has been working on questions of urbanism and mobility for many years. Among the particular questions she's worked on were the conditions for sustainable urban development, public spaces and public space-networks which are more favourable to pedestrians and cyclists, traffic calming measures and the safety of vulnerable users of public space.

Her teaching engagements at EPFL bring her in regular contact with future architects, engineers, landscape architects and other professionals. This gives her in-depth knowledge of the state of education in these domains.

Several studies for municipalities and ten years of involvement within the consulting group " Rue de l’Avenir" have allowed her to develop a deep understanding of questions and problems regarding walking and public spaces and to create contacts with associations, professional circles, municipalities and administrative services in cantons and federal organisations.

Dr. Miles Tight

Dr Tight holds a senior lectureship in transport planning at the Institute for Transport Studies, University of Leeds.

His particular research interests include the global and local environmental impacts of transportation, future development of transport policy, and safety and accessibility issues for pedestrians and cyclists.

Recent research projects include work funded through the EPSRC Future Integrated Transport Programme on 'Measuring Pedestrian Accessibility' and developing 'Integrated Approaches to Reducing Car Use' and work funded through the Tyndall Centre for Climate Change on the acceptability of the lifestyle changes which may be required to achieve low carbon futures.

Current research is looking at emissions trading schemes for noise and global air pollution and barriers to implementation of measures to improve transport sustainability.

He has recently been appointed to the Commission for Integrated Transport academic expert framework and to the EPSRC Peer Review College and is Deputy Director of the Cities research theme for the Tyndall Centre for Climate Change Research.

Jim is Chair of Walk21 and Director of London Walking Forum. He has been a Nature Conservation Manager, Trail Manager and a Ranger in UK, New Zealand and United States.
